The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the incident, two women were robbed of their luggage after getting out of a parking garage elevator.
A toddler aged three was among the those hurt during the incident. A total of five individuals went to hospital for medical care and have since been discharged.
Officers detained a 31-year-old man on suspicion of theft and assault near the scene. He has since been released pending further inquiries as the investigation proceeds.
Police were alerted at about 08:10 GMT following reports of a number of people hurt by a noxious substance believed to be pepper spray.
The assault - which authorities stated was a standalone incident and not being treated as an act of terror - caused delays to rail services and the partial closure of the main airport tunnel and the T3 car park briefly.
